5 Essential Components of an Effective Health and Safety Program
Health and safety should be a top priority for every company in America. Therefore, safety program development is not something to take lightly. An effective health and safety program prevents accidents. It promotes well-being and guarantees organizational compliance by identifying risks and vulnerabilities at every level.
Safety program development starts with a comprehensive inspection. An inspection includes recommendations for corrective action and points for future policy development. Yet safety requires more than an inspection. A truly effective health and safety program comprises five essential components.
1. Comprehensive Hazard Assessment
A safety inspection is essentially a comprehensive hazard assessment. Inspectors are looking to identify physical, biological, chemical, ergonomic, and psychosocial hazards throughout the workplace. Here is an example of a typical inspection plan:
- Conduct walk-through inspections followed by job safety analyses and any necessary employee interviews.
- Analyze both routine and non-routine tasks. This includes tasks associated with maintenance and emergency operations.
- Leverage quantitative data and qualitative judgment to prioritize risks.
- Create and maintain a hazard inventory that is easily adaptable as needs change.
A comprehensive hazard assessment sets up an organization to implement the remaining four components. The data gleaned from a proper assessment informs the decisions in the other four areas.
2. Program Development
The second component is program development. Identified hazards are addressed through safety controls and procedures that are customized to the organization’s routine and operations. Program policies should always align with industry standards and regulations. They should also seamlessly integrate into the company culture.
3. Employee Training
Safety program development must include an employee training component. Otherwise, safety policies on paper have very little practical application. Employees must be equipped to recognize and respond to hazards effectively.
Training should be part of the onboarding process. Current employees should receive additional training on a scheduled basis. Training for supervisors and management should include how to coach employees in maintaining compliance.
4. Execution Consistency
The combination of safety policies and employee training only does its job when a health and safety program is executed consistently. Another way to put it is to say that the policies employees learn during their training need to become daily habits.
Likewise, management must demonstrate a visible commitment by following the same policies. Management can go one step further by encouraging employee participation in everything from reporting to suggestion box contributions and safety committees.
5. Ongoing Reviews and Audits
Business requirements change. Operational procedures and standards evolve. As such, safety program development can never be static. Otherwise, a program loses its effectiveness over time. Preventing such ineffectiveness requires continuous reviews and audits designed to improve the program at every turn.
