What Are the Basic Requirements of a PA Certified Safety Committee?
In Pennsylvania, a State-Certified Workplace Safety Committee must meet specific regulatory requirements established by the Department of Labor & Industry to qualify for certification. The committee must consist of at least four members, with equal representation from management and non-management employees – there cannot be more employer members than employees.
Before applying for certification, the committee must be actively operating for a minimum of six consecutive months. Committees are required to meet at least monthly with a quorum present, maintain detailed meeting agendas, minutes, and attendance records, and actively participate in identifying hazards in the workplace through inspections, and incident review. All committee members must complete annual training provided by qualified trainers, covering safety committee operation, hazard detection, accident and illness prevention, and relevant workplace health and safety issues. Certification applications must be submitted within the required window prior to the employer’s workers’ compensation policy renewal to remain eligible for approval and ongoing benefits.
